Check for free /var|enc-stateful inodes |

Issue descriptionWhen enc-stateful free inodes is too log, clean it up at boot (like we do when it is almost full). Periodically look for empty files and remove them to mitigate crbug/878595. Improve is_var_full() in chromeos_startup to look for /var with too many inodes.

Also, since chrome logs are put in /home/chronos/user/log (I'm guessing to keep per-user logs separate? But we don't even do this for ARC++ instances), so we probably need to take that into account as well. We can eventually end up in a state where even clearing /var/log doesn't help if chrome is in a crash loop.
