[MacViews] VoiceOver does not say the tab title when focused on a close tab button on tabstrip

With Cocoa UI, focusing on a close button would make VoiceOver say "close, <tab title>, button". With MacViews, it only says "close, button", so it's not clear which tab the button is for.

This was reproducible on Stable (69.0.3497.81) and Canary (71.0.3545.3).
