Should not repeat drag the auto-hide-shown shelf.

What steps will reproduce the problem?
(1) Set shelf to "Autohide shelf"
(2) Swipe up to show the simple shelf.
(3) Swipe up from the bezel area again.

What is the expected result?
Shelf should be kept still.

What happens instead?
Shelf being dragged again from bottom.

This issue can only be seen in tablet mode in tot now, but will also can be seen in clamshell mode after 881154 got be fixed.
