WiFi icon appears bigger when connecting to a network. |

Issue descriptionChrome Version: <From about:version: Google Chrome 70.0.3538.7> Chrome OS Version: <From about:version: Platform 11021.6.0> Chrome OS Platform: <Candy> Network info: <WiFi> Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) Connect to a WPA network with a passphrase. (2) The icon starts oscillating representing connecting state. Expected Result: The icon should remain the same size. Actual Result: The icon appears bigger than other icons in the bottom tray. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Always.( Cannot reproduce on Cyan: same build) What is the impact to the user, and is there a workaround? If so, what is it? Minimal. Please provide any additional information below. Looking at the video I don't see a size issue, but the outline -> grey while connecting -> white when connected does look a little weird to me.

The icons are definitely not the same between the loading one and the actual one. This might be because it looks like this is not using the new shelf flag. This might be fixed already. New wifi icon implementation is tracked in bug 874165
