On the login, notification "Bad Password" flickers when trying to a network with an invalid password. |

Issue descriptionChrome Version: <From about:version: Google Chrome 70.0.3538.7> Chrome OS Version: <From about:version: Platform 11021.6.0> Chrome OS Platform: <Candy> Network info: <WiFi> Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) On login screen,connect to a WPA network with invalid passphrase. Expected Result: "Bad Password" notification. Actual Result: We get the correct notification but it flickers. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Always. What is the impact to the user, and is there a workaround? If so, what is it? Minimal. Please provide any additional information below. This looks like a general notifications bug in the login screen, possibly related to Views based login?

yoshiki@ for triage. I don't think this is related to login; the notifications bubble is an entirely separate widget.
