Explicitly enforce what combinations of Accessibility features can be enabled

Certain combinations of Accessibility features on ChromeOS do not behave as expected. (The motivating issue for this bug is SwitchAccess / ChromeVox, but there are other examples, e.g. Docked and Fullscreen Magnifiers.)

Merging in dupe  bug 700428  where dtseng requests that turning on ChromeVox disables focus highlight.
