Chrome OS dev version breaks pop-up menus on GoldenEye

Issue description

Chrome Version: 70.0.3538.7
Chrome OS Version: 11021.6.0 (Official Build) dev-channel
Chrome OS Platform: Eve

Steps To Reproduce:
(1) Navigate to go/goldeneye
(2) Click in the "Search builds" box

Expected Result:
Pop-up menu remains visible

Actual Result:
Pop-up menu disappears as soon as I release the click

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always

What is the impact to the user, and is there a workaround? If so, what is
it?
Can't use the menu to search for builds. No workaround

No reproducible on 69.0.3497.95 Caroline, and reproducible on 71.0.3557.0 canary macOS.

Setting priority back to P1. The bug is in M-70, as soon as that lands to stable it will render GoldenEye unusable to all of the CrOS team. It's a critical dashboard to manage releases, review builds, I suspect the CrOS TPMs won't be able to do their job properly.

Able to reproduce the issue on Windows 10 & Debian Rodete with chrome dev #71.0.3554.4 and Canary #71.0.3557.0

Regression Range:
====================
Good Build: 70.0.3510.0 
Bad Build : 70.0.3512.0

This looks similar to  Issue 877517  similar regression range, hence merging into it.
