Text gets misaligned with layout when printing on Windows 10 from Chrome

Issue description

Chrome version: 68.0.3440.106
OS version: Windows 10
Case#: 16572964

Description:

When customer is trying to print pdf from Google Chrome with print dialog, 
text gets misaligned with layout when printing on Windows 10 device.
They noted this issue was not occurred on Chrome 67. 


Steps to reproduce: 
1. Open a file.

2. Click Ctrl+P or "Print" from Chrome menu.
3. Observe text moved to left down corner:

Current Behavior / Reproduction: 
Text resized and moves to left down corner of the print menu

Expected Behavior: 
Text stay aligned with pdf layout

I can reproduce this issue on my linux machine and test windows 10 machine with Chrome 68.0.3440.106.

I'm guessing this is also due to r554188. We can definitely fix this for M71, and maybe merge to M70.

Since this will get fixed at the same time as  bug 873840 , I'll mark this as a duplicate.
vkasatkin: Can you ask the customer that opened the support case if it possible to share the document publicly? The document seems to only have dummy data with no sensitive information.

Thank you for bisecting, BTW. It made triaging much quicker.
