Cmd-Enter doesn't reset URL bar to current URL.

Issue description

Chrome 71.0.3544.2
macOS 10.13.6

What steps will reproduce the problem?
(1) Navigate to https://www.google.com/
(2) Focus the omnibox and type "example.com"
(3) Press Cmd-Enter

What is the expected result?
example.com opens in a new tab in the background, and the omnibox for the current tab reverts to google.com .

What happens instead?
example.com opens in a new tab in the background, and the omnibox for the current tab continues to show example.com (while at google.com).

I believe this is a regression from 68 to 69.

I personally relied a lot on the old behaviour.
