opening new tab in full screen mode does not display the address bar

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
steps:

1. open latest stable chrome, with the new UI
2. enter full screen mode: hit ⌘ + Ctrl + f
3. hide the tab bar: hit ⌘ + Shift + f
4. open a new tab: hit ⌘ + t

result: address bar is not visible or focused. 

additionally, if you click the "Search Google or type URL", keyboard input is disabled on that tab and requires it to be closed, exited from full screen mode, and a new tab to be opened.

What is the expected behavior?
expected: a new tab to open with the tab bar visible and address bar focused, as in previous versions of chrome.

What went wrong?
what went wrong: address bar not visible or focused on new tab

Did this work before? Yes 69.0.3497.81 with the new UI disabled
