Move all async_test WPT tests to the new promise_test version

It's way easier to express tests and lifetime using promises.

This bug tracks refactoring them to promise_test.

This seems like it would be a lot of churn for the upstream repo.  Also, this can cause the tests to take longer to run.

Should this be discussed in a WPT issue before making a bulk change like this?
