Snipit button doesn't respond on https://chrome.google.com/webstore/

Issue description

Chrome Version       : 69.0.3497.81
OS Version: gLinux
URLs (if applicable) : https://chrome.google.com/webstore/
Other browsers tested: none

What steps will reproduce the problem?
1. Install the go/snipit extension
2. Click on the snipit browser action button on the above URL

What is the expected result?
- Capture a screenshot


What happens instead of that?
- Nothing happens

UserAgentString: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36


- So I know the webstore had something that prevented content script injection, but captureVisibleTab() used to work before.

- Not sure if it's WAI or not and couldn't find any information about it.



 
It was broken by r568471 in  issue 839857 .
As you can see the webstore check still hasn't been added:

omakoto@ Thanks for the issue.

Tried to access the link go/snipit on Windows 10 and Mac OS 10.13.3, but unable to access the link at TE end.
Hence adding 'TE-NeedsTriageFromHYD' and requesting Inhouse team to look into the issue and help in further triaging.

Also CC'ing rdevlin.cronin@ as per comment #1 for further updates.

This should be fixed in m70 with revision ef49d508c663cb09e6587d60c64bc050e72c5c4a.

@1 Good catch!  That TODO is stale; I'll clean it up (the check for the webstore is actually included in that if statement)
