Clean up the FullCardRequestTest

This test class is becoming hard to maintain. It should be refactored to minimize the dependency on other classes.

Should this be on the Payments-Butter-Cleanups hotlist?

The complexity was not added by the Butter project, so I'd feel bad adding it to that list :)
