Too much room to the right of the new tab button

Issue description

The profile chooser used to live in the upper right corner of the window. It has moved, but the space for it remained, see screenshot.

Some padding constant somewhere needs updating.

There is WontFix in  issue 866195 , but maybe it will be addressed and be better with  issue 878932 ?
 Issue 866195  is about aligning things. This here is just about reducing the amount of padding, which pretty likely is a holdover from when the profile UI was in that space.

Yes I see. Maybe something like the attached expected_mock, so that the right edge of the NTB hover button is nicely aligned with the right edge of the 3-Dot-Settings Menu? I think there would be still enough space at the right side to drag the window.

@0/2: Padding here was designed as-is, it's completely unrelated to the missing avatar UI.  The reason for the padding is that we need space to drag the window with, now that we've reduced the top handle height.  See also Firefox.

 Bug 878932  is the canonical bug on the width of this drag affordance.
