[Mac views]-Tooltip is displayed and not moving along with tabs while dragging tabs on tabs trip of chrome window

Chrome Version: 71.0.3545.0
OS: Mac 10.13.6

Pre condition:
Check #views-browser-windows flag is either default/Enabled

What steps will reproduce the problem?
(1) Launch chrome
(2) Open different URL's in different tabs in same window
(3) Now try drag one tab from one place to other place slowly
(4) Observed tooltip is displayed for the moving tab on tabs trip of chrome window & it is not moving along with tab on tabs trip 

If we disable this flag, no tooltip is seen while dragging the tab.

What is the expected result?
Tooltip should be moved along with the tab on tabs trip of chrome window where ever it is moving if tooltip is must to display.

What happens instead?
Tooltip is displayed for the moving tab on tabs trip of chrome window & it is not moving immediately along with tab

**UI mass Triage**

Able to reproduce the issue on Mac 10.13.6 using chrome reported version-71.0.3545.0 & latest Canary-72.0.3610 as per steps mentioned in C#0.

Observed tooltip is displayed for the moving tab on tabs trip of chrome window & it is not moving immediately along with tab from start of this feature/flags i.e; M67 builds to latest Canary. It is non regression issue, hence requesting dev team to look into it.
