Regression: Disabled Date is not seen greyed out in lock screen and sign-out screen |

Issue description
Chrome Version: 69.0.3497.87 / 10895.49.0 beta channel Daisy,Kip and Celes
OS: Chrome
What steps will reproduce the problem?
(1)Sign-in to user>> Lock the screen
(2)Click on ubertray and keep tabbing, observe focus not traversing to date section. As the date section is disabled, it should be seen greyed out like WiFi and Bluetooth.
Actual: Date is not seen greyed out in lock screen
Expected: Date should be seen greyed out as it is disabled.
This is a Regression issue same is working fine in M69
NOTE: Issue is seen in M70 latest as well
Issue is seen in sign-out screen as well

C#2--> Previously in M69, the focus used to traverse to date section. But, now in latest chrome versions date has been disabled. Hence, it should be seen greyed out. Thanks!!

C#6--> **Correction In 69, issue is not seen ie., in old ubertray the date is seen greyed out. But in M70, M71 issue is seen ie., Date is not greyed out. Attaching screenshots for reference from signed out screen..
