Pre-condition:Enable flags from chrome://flags
-Use views browser windows instead of cocoa
-Enable RTL

Steps to reproduce:
1.Launch chrome and Click on three dots for wrench menu.
2.Observe Keyboard shortcut of 'settings'.

Actual Result:Shortcut for settings option 'Command,'changes to '+,' when browser is in RTL.
Expected Result:Shortcut for settings option 'Command,' should be seen even when browser is in RTL .

This is a regression issue, broken in 'M-70' and below is the per-revision info:

Good Build:70.0.3503.0(Revision:578160)
Bad Build:70.0.3504.0(Revision:578510)

You are probably looking for a change made after 578410 (known good), but no later than 578411 (first known bad).
