OS:Mac(10.12.6, 10.13.1, 10.13.6, 10.14), Windows(7,8,8.1,10)and Linux(14.04 LTS).

Pre-condition: Enable 'site settings' flag from chrome://flags/

Steps to reproduce:
1. Launch chrome and navigate to chrome://settings/content/ and click on either Cookies/Sound option.
2. Add an entry under Mute /Allow / Block by clicking on 'Add' button.
3. Now by using keyboard tab key, get focus on the right direction arrow besides the added entry and press enter.
4. Now observe the focus.

Actual Result  :Default focus is not seen on back navigation arrow. 
Expected Result:Default focus should be seen on back navigation arrow.

This is a regression issue, broken in 'M-69', and below is per-revision bisect-info:
Good Build:69.0.3444.0(Revision:562314)
Bad Build :69.0.3445.0(Revision:562690)

You are probably looking for a change made after 562658 (known good), but no later than 562659 (first known bad).
