Non-Regression : Hand pointer with restricted icon is seen missing while dragging App into Search bar in App Launcher

Chrome Version:  69.0.3497.87 / 10895.49.0 beta channel Daisy,Kip and Celes
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Open App Launcher ->Now try to drag any App into search bar 
(2)Observe Arrow pointer is seen while dragging App and also observe Restricted Icon is seen missing as unable to move drag app into Search bar
(Please refer Video and Screenshot)

Expected:Hand pointer with restricted icon should be seen when dragging app into Search bar
Actual: Instead Arrow pointer is seen with no Restricted Icon 

This is Non-Regression Issue seen from M-62
