HTML5 games stutter when on battery or recommended Power mode.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Example URL:
http://tunepunk.com/endelss

Steps to reproduce the problem:
1. Open attached game demo http://tunepunk.com/endelss on a win10 laptop when on battery.
2. Notice stuttering and janks.

What is the expected behavior?
Should not stutter and and loose frames.

What went wrong?
It seems like Power Mode is a big factor, and if you're on battery or not.

Playing html5 games when on recommended settings usually always jank and stutter. clicking bettery icon in taskbar, and switching power mode to "Performance" can reduce or eliminate jank and stutter.

Using inspector recording performance, stutter seems to happen when major garbage collection is done.

As a casual gamer and hobby developer, playing html5 games should be smooth, on battery and on power mode "recommended"

I can verify this, If I enable high performance powersave mode on my laptop, then jank is significantly reduce to almost none, otherwise in powersave balanced mode it is super noticeable.

This seems expected to me...the OS will throttle the CPU and other resources to save battery power. This will necessarily degrade performance.

I don't have a Windows laptop handy so I can't see if this is outside the range of what's expected. Assigning to GC to take a look based on reporter's investigation.

I agree with #2 though, this is likely "working as intended".

As per comment #0 tried to test this issue on chrome 69.0.3497.81 using Windows 10. Attaching screenshot for reference.
Steps:
-----
1. Launched reported chrome
2. Navigated to given URL " http://tunepunk.com/endelss "
As we are getting Not found error while navigating to this URL 

@Reporter: It would be really helpful if any other URL is provided, so that we can investigate the issue further. Can you verify this issue with fresh profile that is not having any extensions and apps or reset all the flags. Let us know whether issue still persists.
