Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/68.0.3440.106 Chrome/68.0.3440.106 Safari/537.36 Steps to reproduce the problem: My system locale is ru_RU.utf-8 $ env LANG=c any_application runs the application with the default (English) locale. Bug Chromium/Chrome ignores it (tested v. 68 and 70). So, $ env LANG=c google-chrome Chrome still is in Russian. LANG is a standard POSIX environmental variable: http://pubs.opengroup.org/onlinepubs/9699919799/utilities/env.html What is the expected behavior? What went wrong? . Did this work before? Thanks for filing the issue! @Reporter: As we are not very clear with the test steps mentioned in comment#0, Could you please elaborate on the same which helps us to triage the issue further in a better way. Providing with any sample test file/URL (....if applicable) would be more helpful.

Set system locale on linux/freebsd as not English. E.g. ru_RU.utf-8 Run $ env LANG=c chromium-browser It must launch in English but it does not.

Tried testing the issue on chromium version #68.0.3440.0 using Ubuntu 17.10 by following steps as per comment#3. Observed that the chromium launched in English. Note: Unable to download the chromium version #68.0.3440.106, hence providing observations on chromium version #68.0.3440.0 Attached screenshots for reference. @reporter: Could you please review attached screenshots and let us know if anything is being missed here. Hes, you miss that the lamguage of your whole ubuntu must be not-English, e.g. chinese. Keyboard layout does not matter.
