Major memory leak in chrome devtools inspector

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36 Steps to reproduce the problem: As suggested by this comment (https://bugs.chromium.org/p/chromium/issues/detail?id=880692#c17), creating a separate issue: 1. Open devtools, the inspector. 2. Open a handy memory tracking app, i.e. task manager, process explorer, whatever linux has. 3. Start running your mouse around DOM elements in the inspector. No clicking needed. Just fly around the inspector, highlighting elements. Complex sites inflate this much faster. 4. Watch memory usage blaze into the stratosphere! What is the expected behavior? What went wrong? What actually happens is, chrome's entire UI flashes black, then refreshes. Video viewports get stuck on green after the flash, until you start playback again. This happens at around the 8GB mark(i.e. when the process gobbles up 8+ GB) Did this work before? N/A Chrome version: 69.0.3497.81 Channel: stable OS Version: 10.0 Flash Version:
