Major memory leak in chrome devtools inspector

Reported by martin.n...@gmail.com, Sep 7

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
As suggested by this comment (https://bugs.chromium.org/p/chromium/issues/detail?id=880692#c17), creating a separate issue:

1. Open devtools, the inspector.
2. Open a handy memory tracking app, i.e. task manager, process explorer, whatever linux has.
3. Start running your mouse around DOM elements in the inspector. No clicking needed. Just fly around the inspector, highlighting elements. Complex sites inflate this much faster.
4. Watch memory usage blaze into the stratosphere!

What is the expected behavior?

What went wrong?
What actually happens is, chrome's entire UI flashes black, then refreshes. Video viewports get stuck on green after the flash, until you start playback again.

This happens at around the 8GB mark(i.e. when the process gobbles up 8+ GB)

Did this work before? N/A

I noticed the same problem after update to 69.0.3497.81.

It's really annoying and this is impossible to work with the inspector Elements tab due to constant black screen splashes after this update.

Recorded screencast http://recordit.co/17OxNhcxyY on this page https://bugs.chromium.org/p/chromium/issues/detail?id=853986

Any estimation?
