New tab top pages links suddenly missing in M68

Chrome Version: Version 68.0.3440.75
OS: Ubuntu, Windows 10

What steps will reproduce the problem?
(1) Open new tab page

What is the expected result?

Top sites link grid below search box

What happens instead?

Only search box is visible.

It all worked a couple days ago. On the Windows machine, upgrading to M69 "fixed" the issue. I'm not familiar with this area but I'm guessing NTP grabs some data online and this data has been made incompatible with m68 (which is not cool).
