default key binds for selecting tab are unexpected changed in new chrome version

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. use JIS keyboard
2. type `command + shift + ]`
3. does not select next tab! (expected select next tab)
4. also type `command + shift + [`
5. select next tab! (expected select previous tab)

What is the expected behavior?
1. use JIS keyboard
2. type `command + shift + ]`
3. select next tab

What went wrong?
I think that the problem is key mapping JIS for US.
It's only occurred new chrome 69.

`command + shift + [` -> `command + shift + @`

`command + shift + ]` -> `command + shift + [`

Did this work before? Yes 68

Chrome version: 69.0.3497.81  Channel: stable
OS Version: OS X 10.13.6

I can not reproduce it with Canary 71.0.3547.0 but can reproduce with 69.0.3497.81.

Is this problem fixed in 69?

Unable to reproduce the issue on reported chrome version 69.0.3497.81 using Mac 10.13.6 . Attaching screen-cast for reference.
Steps: 
---------
1. Launched reported chrome 
2. Enable Japanese > Hiragana and Katakana keyboard as per screen-cast
3. Opened multiple tabs and Clicked  `command + shift + ]` and `command + shift + [`
As we have observed that tabs are changing as per clicking on keyboard 

@Reporter: Could you please review the attached screen-cast and confirm if anything being missed here and Requesting Dev to confirm the issue is related to similar to Issue:   880867  or not.

It dose not look to use JIS keyboard.

JIS Keyboard layout is like this:

I think the issue dose not similar to:
https://bugs.chromium.org/p/chromium/issues/detail?id=880867

but maybe similar to:
https://bugs.chromium.org/p/chromium/issues/detail?id=851095
