Two play store shortcuts get created automatically on NTP after running audit on one play store shortcut.

Issue description

Chrome Version: 71.0.3544.0 (Official Build) Revision	f80e8674cf9bfd56f155979637e9f41eaebf995c-refs/branch-heads/3544@{#1} (64-bit)
OS:  Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.14, 10.13.6) and Linux(14.04 LTs)

Pre-condition:Enable flags from chrome://flags
-Enable using the Google local NTP
-New Tab Page Background Selection
-New Tab Page Custom Links

What steps will reproduce the problem?
1.Launch Chrome,Navigate to play.google.com.
2.Open NTP  play store shortcut is created.
3.Now click on play store shortcut ,press F12 and run audit .
4.Open NTP and observe

Actual  :Two play store shortcuts get created automatically on NTP after running audit on one play store shortcut.
Expected:No such repetition of shortcut should be seen in NTP  after running audit on play store shortcut.

This is a non-regression issue, seen from M-69.

Note:It happens for any page like you tube,webstore.

This is actually WAI. The URL for each of these is different - you can check by hovering over the icons & viewing the bottom left gutter, or opening the edit shortcut dialog.  One is https://play.google.com/?hl=en and the other is https://play.google.com/store?hl=en.

The shortcuts functionality added in M69 actually provides a neat solution for this sort of situation! The user can edit the shortcut title to differentiate between the two, even if the site icon is the same.
