Issues with white bar at top of screen

Issue description

Chrome Version: (69.0.3497.73 (Official Build) beta (64-bit)

Users are reporting a white bar at the top of their screen that causes the user to reboot in order for the bar to be removed from their screen.  

Currently, this is not occurring in M68 stable

Notifications do not scroll if there are more than the size of window until you click on one.

This either opens the app or you get the notification settings.

While trying to scroll and inadvertently opening apps > I tried to close the apps in quick succession. This caused the white bar at the top to stay on the screen and hides the tabs. It can not be closed and gotten rid of until a reboot.

Getting this in Pixelbook on Version 69.0.3497.58 (Official Build) beta (64-bit). Doesn't show up right away when I login, but after a while it just appears. The white bar covers up the top of all open windows/apps. It has an "x" close button but clicking has no effect. Just started noticing it this week.
I'm encountering this on my Pixelbook as well (also 69.0.3497.58). I noticed today that it occurred shortly after launching two Android apps, Google Wifi and Google Fiber, but relaunching those apps hasn't made it occur again.

aidrees@ when filing a bug, if you set it to untriaged but leave it at p3 with no component it will generally take the product team longer to find it.

Do we know if this is still failing in 69.0.3497.87?

afakhry@ any thoughts on if this might be related to new tabstrip stuff?

Same issue here at Pixelbookin beta xx.73 as well in xx.58. Occurs every time I send an email (several programma's but not with gmail
There may be a different cause. What is your exact repro step?
I was able to make the white bar go away by entering chrome://restart in the browser
Just experienced this today on my Pixelbook. A shutdown/restart solved it, but hoping it doesn't become a regular thing.

I did a total rest only for it to come back a few hours later. 
With Chrome OS beta 70 is this problem fixed  
Did you guys consider that the Android app for Google Classrom may be causing the problem as well?

While  crbug.com/878426  fixes one scenario, I also found another edge case,
so I'm un-duping this and will land fix.

 Running CtsAccessibilityTestCases doesn't leave wide frame.

 Issue 887155  has been merged into this issue.
Aaargggh! This white bar is annoying. It's getting in the way of tabs and I can't get it out of the way. Help!
This problem is not fixed. Still getting the white bar top of screen. Only way to get rid of it is to restart. When will patch be issued?
This is fixed with the upcoming M70 release, which is currently available in the Beta channel.
