Clickable/hoverable tab area starts four pixels down from visible tab area.

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Attempt to click or hover a tab in any of the top three or four pixels (at a scale of 1)

What is the expected behavior?
Hovering/clicking over the displayed area of the tab (all the way to the top of the tab bar) should show the hover effect, or respond to the click.

What went wrong?
When I hover or click in the upper three or four pixels of a tab button, nothing happens (no hover effect, and does not select the tab).

Did this work before? Yes all 68.x and prior Chromes

Chrome version: 69.0.3497.81  Channel: stable
OS Version: 
Flash Version: 

This seems unique to the X11 target, I'm not experiencing this issue on my Chromebooks.

This behaviour does not affect the current tab, however. Only the tabs other than the current (including other "selected") tabs exhibit this regressed behaviour.

Unable to reproduce the issue on ubuntu 14.04 using chrome reported version #69.0.3497.81 and latest chrome version #71.0.3544.0.
Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened 2-3 tabs.
2. Hovered a tab in any of the top three or four pixels.
3. Observed that the hovered tab showed the hover effect and responded to click as expected.

aaron@ - Could you please check the issue on latest chrome version #71.0.3544.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. Also please check the attached screen cast and please let us know if anything missed from our end.

This is designed behavior -- we stole some pixels from the top of inactive tabs to be used to enlarge the window drag handle, to make dragging the window around easier.
Could this be changed just for people who have the "show system titlebar" option enabled? The click targets are tiny now, and I spend a lot more time clicking tabs than dragging the window.
The target height for selecting a background tab is 28 px in Refresh, just as it was pre-Refresh -- it hasn't shrunk at all. It also goes all the way to the window top in maximized windows.  So in theory tabs shouldn't be harder to select than they were before.

Issue is now resolved in M70. When using the system decorations, the click target goes all the way to the top of the tab bar.
