Improve layout of https://www.chromium.org/administrators/policy-list-3#ExtensionSettings

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. open up https://www.chromium.org/administrators/policy-list-3#ExtensionSettings in M68, The Windows and ChromeOS JSON does not wrap

2. the JSON should be pretty printed

What is the expected behavior?
1. content should wrap
2. content should be easy to read

What went wrong?
1. content did not wrap
2. content should be pretty printed

Creating better HTML output for the policy-list page would be a reasonable noogler task I think.
