Desktop PWAs: Favicons on Windows 10

Chrome Version: 70
OS: Windows 10

Some PWAs on Windows 10 are showing favicons, though the plan was to only show favicons on Windows 7 (to comply with the OS pattern).

Santa Tracker's page title starts with the 🎄 emoji which looks like a favicon.
