There is no incognito icon in tab views

Steps to reproduce the problem:
1. click tab icon in chrome home
2. examine the incognito icon

What is the expected behavior?
display the incognito in the tab left of icon

What went wrong?
there is no incognito icon

Did this work before? N/A 

Chrome version: 71.0.3544.0  Channel: canary
OS Version: 8.0.0

Unable to reproduce this issue on latest canary 71.0.3544.0 using Pixel 2 with below steps.

1. Launched chrome, opened few normal tabs and few incognito tabs and clicked on tab switcher icon -- Incognito icon is seen in below menu.

@xinguo1993: Please check the screenshot attached and let us know if we miss anything. Could you please check the issue by resetting all flags to default and report back the behavior.

Able to reproduce this issue on 71.0.3545.0 using Pixel 2 but fixed on latest canary 71.0.3548.0.

@ xinguo1993: Could you please confirm whether this is fixed in latest canary or not. If issue is still reproducible please provide video.
