Launcher show 3 camera app

Chrome OS Version: 11021.6.0, m70.0.3538.7 (dev) channel 
Devices: Eve, Caroline, Nautilus, Blacktip360

Steps To Reproduce:
1. open app Launcher
2. type in "cam"
Observe behavior below: 

Actual result:
show 3 camera app

This is because Henry's CL to hide migration app has not been merged back to 70.
