Right now, it's possible to set different load-in distance thresholds with field trial parameters based on the effective connection type and whether Data Saver is turned on or not, but it's not possible to fully turn off LazyLoad selectively here.

We should add this functionality. It could be as simple as interpreting a negative load-in distance threshold as a signal to turn off LazyLoad if the ECT and Data Saver setting match.
