Shelf icon overflow with plenty of space left on shelf (lowest screen resolution)

Google Chrome	70.0.3538.7 (Official Build) dev (64-bit)
Firmware Version Google_Caroline.7820.384.0

This applies only to the new UI where icons are in the center of the Shelf instead of left justified. 

Steps to repro:
# Open 7 or more applications that take up room on the shelf
# Make the screen resolution the smallest (icons the largest) using ctrl + shift + plus sign or by using the Settings UI
Expected: Icons will keep filling up shelf, only going to the overflow after all space is occupied
Actual: last two apps go into overflow with plenty of space over to the left

I have this issue too.  The centered icons look nice but don't move over to make room for new ones.  See attached image.

I'm still seeing this on eve Version 71.0.3578.85 (Official Build) beta (64-bit).  See attached.
