Can't allow or block websites in Flash Content Settings

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Example URL:
chrome://settings/content/flash

Steps to reproduce the problem:
1. open chrome://settings/content/flash

What is the expected behavior?
'Add Site' buttons should be visible

What went wrong?
'Add Site' buttons are not visible

Does it occur on multiple sites: No

Able to reproduce the issue on chrome version 69.0.3497.81 and latest chrome 71.0.3544.0 using Windows10, Mac 10.13.5 and Ubuntu17.10. Below is the bisect information for same.

This is working as intended, since we no longer allow long term persistence of Flash settings (i.e., they only last while the browser is open).
