Support integrated Wi-Fi network speed testing

Issue description

This is a feature request to support integrated Wi-Fi network speed testing within the Chrome OS "Network" panel, similar to what exists on Android today.

The purpose of this functionality (beyond allowing users to choose the fastest Wi-Fi network available for them at any given time) is to facilitate intelligent fallback to the cellular network on cellular-capable devices (e.g., Nautilus).

Ideally, if the user is on a slow Wi-Fi network and we detect that their LTE connection is faster, we can proactively recommend that user switch to mobile.
