Issue descriptionThis is a feature request to ensure that users of cellular-capable devices are notified in scenarios where they may not be aware that their device is using mobile data. STEPS TO REPRODUCE: 1) Connect to Wi-Fi network 2) Configure cellular (e.g., VZW) connectivity 3) Enable cellular connectivity (such that both Wi-Fi and cellular are in an enabled state) 4) Disable Wi-Fi network or exit Wi-Fi network coverage area CURRENT BEHAVIOR: When cellular-capable device falls back to cellular network, users receives a one-time notification that their device is using mobile data (see screenshot). DESIRED BEHAVIOR: When cellular-capable device falls back to cellular network, user should receive a notification *each* time their device begins to use mobile data. Note: We should explore the utility of this notification for automatic (e.g., poor connectivity) vs. manual (e.g., user explicitly disabled Wi-Fi) scenarios, and determine if we should show repeat notifications in the latter case.

Thanks for clarifying, Hugo - that decision was made before my time, so I wasn't aware that we intentionally cap the notification, so let's keep it as-is for the time being and I'll reopen this only if Verizon or Samsung are adamant we change it.
