Show both Wi-Fi and cellular icons in shelf |

Issue descriptionThis is a feature request to show both the Wi-Fi and cellular network statuses in the Chrome OS shelf for cellular-enabled Chromebooks, which should make user connectivity options more obvious, and align the Chrome OS and Android UIs. CURRENT BEHAVIOR: The system tray either shows the Wi-Fi "fan" icon or the cellular "triangle" icon, depending on which connection is active at the time. DESIRED BEHAVIOR: The system tray should show both the Wi-Fi and cellular icons simultaneously at all times for cellular-capable Chromebooks with provisioned SIMs, and only indicate the cellular connection type (e.g., LTE) when cellular connectivity is the sole active connection at the time. This exactly reflects the current behavior in Android (see screenshots). We should likewise hide the network type (e.g., LTE, H) in the Chrome OS Quick Settings menu (see screenshot) unless the cellular connection is active (i.e. user is not connected to Wi-Fi) at the time. @Kejia, could you explore what this might look like in Chrome OS, so we can approach UI review for feedback?

Android also have flickering up and down arrows that next to the wifi and cell icons in the quick settings menu when there is traffic on these transports.
