In https://chromium-review.googlesource.com/c/chromium/src/+/1205495 I removed the only use of SetupFlowCompletionRecorder in AccountStatusChangeDelegateNotifierImpl for reasons spelled out in the CL description.

However, I did not remove the SetupFlowCompletionRecorder* field from the AccountStatusChangeDelegateNotifierImpl class because (a) we're trying to merge M70 ASAP and (b) we may want to modify and use  SetupFlowCompletionRecorder and use it in the future to prevent the notification from showing up immediately following setup.
