Empty bookmarks folder shows (empty) text placeholder multiple times

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Have two folders in the bookmarks bar with one of them empty
2. Click on the empty folder and navigate to the other folder
3. Keep switching between two folders (by hover only) and you will see the (empty) text increase every time

What is the expected behavior?
Any empty folder on the Bookmarks Bar should display the placeholder text of (empty) only once

What went wrong?
(empty) text showed up multiple times
