non-maximized window which becomes maximized upon tablet mode transition does not have correct activity indicator

Issue description

Chrome Version: ToT 06AUG2018

What steps will reproduce the problem?
(1) Open a window in laptop mode, non-maximized.
(1.5) Observe the activity indicator for that window, it is correctly active.
(2) Go to tablet mode


What is the expected result?
The window opened in (1) is fullscreen, and indicator mentioned in (1.5) is also active.

What happens instead?
The indicator shown in (1.5) is not active.
 
(activity indicator == shelf indicator, sorry!)
