Current setup doesn't allow to test different combinations of options easily without having multiple service manifest files and different test classes for service instances. 
We could add the following functionality:
- allow test code to create a new service instance from a manifest Value constructed at runtime
- expose ServiceManager::Instance objects through a test-only API on ServiceManager
