NTP content jumps upwards just before opening a page, when the bookmarks toolbar is on the NTP.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. From the new tab page open a web page (a slow loading one makes the issue more prominent). The bookmarks toolbar must be on the NTP. Also, use of a dark background makes the issue more prominent
2. The bookmarks toolbar disappears for a moment, moving the NTP content updwards
3. The page is rendered

What is the expected behavior?
The bookmarks toolbar and the rest of the NTP should give their place to the rendered page at the same time. Or, if that is not possible, the bookmarks toolbar should be like an overlay so that hiding first, doesn't reflow the NTP. This way we don't get the jarring effect of the NTP content moving upwards

What went wrong?
The bookmarks toolbar disappears first, then the page is rendered. The content of the NTP moves upwards. Now with the option to use a custom background this is even more noticeable and leaves a white stripe on the bottom of the NTP for a moment.
