Chrome Version: ToT 06AUG2018

What steps will reproduce the problem?
(1) Drag icon in the launcher
(2) Drag to switch pages with a second finger

What is the expected result?
Second finger gets ignored or handled (talk to UX).

What happens instead?
App icon freezes and does not go away until launcher is reset.
