Hitting home button only closes one arc window for arc-pi

Issue description

Chrome Version: ToT 6AUG2018

What steps will reproduce the problem?
(1) Open multiple arc windows
(2) Click the homecher button

What is the expected result?
All windows minimize, homecher shows.

What happens instead?
Only one arc window minimizes, but the rest do not. Multiple presses of the homecher button sometimes shows homecher, but not always.

If this is a regression (i.e., worked before), please consider using the
bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help
us identify the root cause and more rapidly triage the issue.

There's related bug filed on ARC++ side: https://b.corp.google.com/issues/112751041 and this will work after that bug is fixed in ARC++ side.
