Current zoom level is not being sent to wayland clients

Crostini users are unable to interact with the UI at certain zoom levels. These zoom levels are probably not being sent to the wayland clients.

Send the current zoom level to wayland clients

This patch ensures that the currently set zoom level is sent to the
wayland client.
