a11y: OOBE version number text blurry, hard to see

Google Chrome	70.0.3532.8 (Official Build) dev (64-bit)
Google_Eve.9584.160.0

Steps:
# Put Chromebook on Dev channel (or another channel that shows the version number during OOBE)
# Use Powerwash to get to OOBE
# On first screen (white background), examine the white letters with gray outline that shows the version numbers
Expected: easy to read
Actual: very blurry and hard to read

Even when using high contrast mode (ctrl + search + h) it is extremely blurry
