a11y OOBE: "You're signed in!" page missing headings on two sections

Steps:
# Powerwash to get to OOBE
# Turn on ChromeVox with ctrl + alt + z
# Go through setup to get to the "You're signed in!" page 
# Use search + h to navigate by heading
Expected: "Chrome sync" and "Personalize Google services" lines are marked as headings
Actual: not marked as headings
