Browser restarts are messing up Background Fetch internal states.

We have the download guids on start-up but we need to be able to figure out a few more things, like:
- The status of the download (resuming/complete).
- Getting the response headers / url_chain. Especially if the resumed download fails that information is not available.
- Getting the file path / blob if it still exists on disk
