Grey bar is displayed briefly when restoring NTP

Chrome Version: 71.0.3544.0
Device Type: iPhone 8

Steps to reproduce:
(1) Open NTP
(2) Force quit the app
(3) Relaunch the app

Expected result: NTP is animated.

Actual result: Grey bar is displayed briefly where adaptive toolbar is normally at.

This is likely another edge case for crbug.com/842151

danyao@ are you still seeing this?  I wonder if bvc-presents-ntp fixed it, or something else?

No I don't see it anymore in canary using these steps.
