Auto generated chrome://credits contains duplicate packages

Issue description

Chrome Version: 69.0.3497.81
OS: all

What steps will reproduce the problem?
(1) Navigate to chrome://credits in the omnibox

What is the expected result?

Open source licenses will only appear once in the credits.

What happens instead?

Duplicate licenses are appearing in the credits.  The auto-generation tool for credits should not be adding in duplicates of the same license.


The following licenses contain duplicates in chrome://credits

Breakpad, An open-source multi-platform crash reporting system
Expat XML Parser
modp base64 decoder
Protocol Buffers

to clarify, this is about packages being duplicated (e.g. there are two "Expat XML Parser" currently), not about licenses themselves being duplicated (e.g. more than one package using GPL-2 or BSD-3 or whatever is fine)
Correct.  This is also only present in Chrome and not in Chromium.

I'm not seeing this on iOS stable.  On what platform/version are you seeing this?
I saw this on Linux & Android.
